“Binding” and “loosing” were well-known rabbinic terms meaning to forbid or permit or to retain or release. Jesus is speaking about authority to declare, not authority to decide.
A clearer way to understand the verse is this:
What is bound or loosed on earth is because it has already been determined in heaven. Heaven sets the verdict; earth announces it.
In the context of the gospel, this refers to proclaiming forgiveness, repentance, and freedom in Christ—echoing God’s already-established judgment and mercy. This same authority is echoed in Matthew 18:18 and John 20:23.
